Department of Business & Industry

The Department of Business & Industry of the State of Cuba is the central agency responsible for promoting a strong, transparent, and well‑regulated business environment. Its mission is to support economic growth, protect consumers, and ensure that businesses operate in full compliance with state laws, standards, and regulatory frameworks.


The Department oversees a broad portfolio of divisions and regulatory bodies that manage key sectors of the Cuban economy, including financial services, insurance, real estate, housing, labor relations, transportation oversight, workplace safety, and consumer protection. Through consistent enforcement, modern digital systems, and clear regulatory guidance, the agency ensures that businesses can operate efficiently while citizens receive fair and reliable protections.

Cuba Business Hub is the official platform of the State of Cuba for the creation, registration, and development of businesses. It is a modern and reliable digital space that centralizes all business procedures, offering citizens and entrepreneurs a transparent and efficient environment to transform their projects into productive realities.

Types of Businesses Available in Cuba Business Hub


1. Sole Proprietorship• Owned by a single individual, simple structure, low registration cost.

• Ideal for small businesses and independent professionals.


2. General Partnership• Two or more individuals share ownership and responsibility.

• Easy to form, suitable for family businesses or partnerships.


3. Limited Partnership (LP)

• Includes general partners with full liability and limited partners whose liability is restricted to their investment.

• Appropriate for investment projects and strategic associations.


4. Limited Liability Company (LLC)

• Separate legal entity that protects the personal assets of its members.

• Flexible, popular among entrepreneurs and small businesses.


5. Corporation 

• Independent legal entity with the ability to issue shares.

• Recommended for larger enterprises and projects with international investment potential.

Department of Taxation

The Department of Taxation is the central authority responsible for administering, collecting, and managing all state‑level taxes and revenue programs for the State of Cuba. The Department ensures a fair, transparent, and efficient tax system that supports the State’s financial stability, public services, and long‑term development goals.


It oversees the full lifecycle of tax administration, including registration, reporting, auditing, compliance, and digital recordkeeping. The Department maintains modern, secure systems that allow citizens, businesses, and public institutions to file, pay, and verify obligations with clarity and accountability. Through rigorous oversight and responsible revenue distribution, it strengthens the State’s capacity to fund infrastructure, education, social programs, and essential government operations.

Governor's Office of Economic Development

The Governor’s Office of Economic Development (GOED) of the State of Cuba is the central agency responsible for designing, coordinating, and implementing the State’s economic development strategy. Its mission is to promote a diversified, resilient, and competitive economy that supports long‑term prosperity, high‑quality job creation, and sustainable growth across all regions of the State.


GOED leads statewide initiatives to attract investment, support business expansion, strengthen key industries, and foster innovation and entrepreneurship. The agency works in close coordination with public institutions, private sector partners, and international stakeholders to ensure that economic development efforts are aligned with the State’s strategic priorities and the Governor’s vision for a modern, stable, and opportunity‑driven Cuba.


The Office oversees programs related to industry development, workforce alignment, business incentives, research and data analysis, and regional economic planning. Through evidence‑based policy, transparent governance, and strategic partnerships, GOED ensures that economic development contributes directly to the State’s institutional strength, citizen well‑being, and long‑term national competitiveness.
